The Independent State of Croatia was a puppet state created by Nazi Germany and Fascist Italy after the invasion and partition of Yugoslavia. It was ruled by the Ustase movement under Ante Pavelic and included most of present-day Croatia and Bosnia and Herzegovina. The regime carried out a campaign of persecution and mass murder against Serbs, Jews and Roma, and against political opponents, and it ran concentration camps, of which Jasenovac was the most notorious. Its authority was limited by German and Italian occupation zones, and it faced a strong resistance movement, the Partisans. As the Axis collapsed in 1945, the state disintegrated, and many of its officials and troops fled toward Austria.
