Founding of GUAM Organization for Democracy and Economic Development

10 October 1997

The GUAM Organization for Democracy and Economic Development is a regional grouping of Georgia, Ukraine, Azerbaijan and Moldova, named after the initials of its members. It began with a meeting of the four presidents in Strasbourg on the margins of a Council of Europe event, and Uzbekistan took part for several years before leaving. The members wanted closer cooperation outside Russian-led structures, including transport and energy corridors linking the Caspian region to Europe, support for European integration and joint efforts on security issues such as separatist conflicts. GUAM became a formal international organization with a charter signed in Kyiv in 2006, and its secretariat is located in that city. Its practical impact has been limited.
