Founding of Commonwealth of Independent States

8 December 1991

The Commonwealth of Independent States was created when the leaders of Russia, Ukraine and Belarus met near Brest in Belarus and signed the Belovezha Accords, declaring that the Soviet Union no longer existed as a legal entity. A few weeks later, in Alma-Ata, eight more former Soviet republics joined the new body. The Baltic states, Estonia, Latvia and Lithuania, had already left and declined to join, and Georgia became a member in 1993 before withdrawing in 2009. The organisation's aim was to coordinate economic, defence and foreign policy in a peaceful transition from the union. In practice it has been a loose association, with its headquarters in Minsk, and Ukraine formally ended its participation in 2018.
