European Charter for Regional or Minority Languages

5 November 1992

Opened for signature in Strasbourg in 1992, this Council of Europe treaty protects and promotes the historical regional and minority languages of Europe. It does not grant rights to groups as such but obliges states that ratify it to support the languages in areas such as education, courts, public administration, media and cultural life, choosing from a menu of specific undertakings. The charter came into force in 1998, and a committee of experts monitors compliance through periodic reports from each state. Languages such as Welsh, Frisian and Sorbian have benefited from its framework, although some countries, including France, signed it but never ratified it because of constitutional objections.
