The Azerbaijan Democratic Republic was proclaimed after the collapse of the Russian Empire and a brief period in the Transcaucasian federation, and it was the first parliamentary democracy in the Muslim world. Its government was formed by the Musavat party and others, and its capital moved from Ganja to Baku after the Ottoman and Azerbaijani forces took the city. The republic granted women the right to vote in 1918, earlier than many Western countries, and founded Baku State University. It faced territorial conflict with neighboring Armenia and economic difficulties. In 1920 the Red Army invaded and the republic was absorbed into the Soviet Union, but its brief existence became an important symbol for Azerbaijani independence in 1991.
