Founding of Parliamentary Assembly of the Council of Europe

5 May 1949

The Parliamentary Assembly of the Council of Europe is the parliamentary body of the Council of Europe, an organisation founded in London to promote human rights, democracy and the rule of law across the continent. The assembly is made up of members of the national parliaments of the member states, who meet in Strasbourg four times a year, and it debates the major European issues and makes recommendations, although it does not pass binding laws. It elects the judges of the European Court of Human Rights, the Council's Commissioner for Human Rights and its Secretary General. It has had a role in bringing the countries of Central and Eastern Europe into the European system after 1989, and Russia's delegation lost its voting rights in 2014, before Russia was expelled from the Council of Europe in 2022.
