The Council of Europe was established by the Treaty of London, signed by ten states: Belgium, Denmark, France, Ireland, Italy, Luxembourg, the Netherlands, Norway, Sweden and the United Kingdom. It was created in the aftermath of the Second World War to promote democracy, human rights and the rule of law in Europe, and it is headquartered in Strasbourg. Its most important achievement is the European Convention on Human Rights of 1950, enforced by the European Court of Human Rights, to which individuals can bring complaints against their governments. It is separate from the European Union and has forty-six member states. Russia was expelled in March 2022 after its invasion of Ukraine.
