Constitution of Ukraine

28 June 1996

The Constitution of Ukraine was adopted by the Verkhovna Rada, Ukraine's parliament, in an all-night session, after years of failed attempts to agree on a text following independence in 1991. It defines Ukraine as a unitary state with a mixed system in which a directly elected president shares power with the parliament and government, and it guarantees a broad range of civil and political rights. The date is now celebrated as Constitution Day. The balance of power has changed several times: reforms after the Orange Revolution in 2004 reduced the president's powers, the 2010 ruling of the Constitutional Court restored the original version, and after the 2014 revolution the 2004 version returned. In 2019 an amendment set the goal of membership of the European Union and NATO.
