Congress Poland, officially the Kingdom of Poland, was a state created by the Congress of Vienna in the heart of Poland, formally with its own constitution, army and administration, but ruled by the Russian tsar as king. At first it enjoyed considerable autonomy and a liberal constitution, but the Russian rulers progressively reduced it. Polish patriots rose against Russia in the November Uprising of 1830 and 1831 and again in the January Uprising of 1863 and 1864, and both were put down, after which Russia imposed harsh measures and tried to Russify the region. The kingdom's autonomy was largely abolished, and it was occupied by the Central Powers during the First World War.
