The German Confederation was a loose association of German states created by the Congress of Vienna in June 1815 to replace the Holy Roman Empire, which had been dissolved in 1806. At first it comprised thirty-nine states, including Austria and Prussia, the free cities and numerous kingdoms and principalities, with a federal assembly meeting in Frankfurt under an Austrian presidency. It was a conservative framework, in which Austria's chancellor Metternich used measures such as the Carlsbad Decrees of 1819 to suppress liberal and national movements. The revolutions of 1848 tried to turn it into a unified nation, but failed. The rivalry between Austria and Prussia led to war in 1866, and the Confederation ended, replaced north of the Main by a Prussian-led North German Confederation.
