Partnership for Peace is a programme of practical military and political cooperation between NATO and non-member countries, launched at a summit in Brussels in the years after the Cold War. It offered the former Warsaw Pact states and neutral European countries a way to work with NATO, without committing them to membership or to the alliance's mutual defence guarantee. Each partner agrees an individual programme with NATO, covering matters such as joint exercises, defence reform and civil emergency planning. Many participants, including Poland, Hungary, the Baltic states, and later Finland and Sweden, used the programme as a step towards joining NATO, while others, such as Ukraine, Georgia and Switzerland, have used it to cooperate more closely.
