The International Paralympic Committee is the global governing body of the Paralympic Movement. It was founded in Düsseldorf, Germany, as a democratic organization of athletes with disabilities, with Robert Steadward of Canada as its first president, and it has its headquarters in Bonn. Its roots go back to the competitions organized by the neurologist Ludwig Guttmann for injured war veterans at Stoke Mandeville in 1948, and the first Paralympic Games were held in Rome in 1960. The committee organizes the Summer and Winter Paralympic Games. Since the Seoul Games of 1988 they have been held in the same host city as the Olympics, and an agreement with the International Olympic Committee in 2001 formalized the arrangement.
