Founding of Asia-Pacific Economic Cooperation

6 November 1989

Asia-Pacific Economic Cooperation, or APEC, was founded in 1989 in Canberra, Australia, on the initiative of Australian Prime Minister Bob Hawke. It began with twelve members, including the United States, Japan, Australia, South Korea and the countries of the Association of Southeast Asian Nations, and later grew to include China, Russia and several Latin American economies. Rather than being a treaty-based body, APEC works through consensus and non-binding commitments, with the aim of promoting free trade and economic cooperation around the Pacific Rim. Its member economies, which represent a large share of world trade, hold annual leaders' meetings, and the group has produced goals such as the Bogor Declaration on trade and investment liberalization.
