The European Commission is the executive branch of the European Union. Its origins lie in the Commission of the European Economic Community, which began work on 1 January 1958 after the Treaties of Rome came into force, with the German jurist Walter Hallstein as its first president. It has the right to propose new laws, manages the Union's budget and programs, enforces European law with the Court of Justice, and represents the EU in many international negotiations. It is led by a college of commissioners, one from each member state, headed by a president. The institution later merged the executive bodies of the different European Communities, and it is based in Brussels.
