On 21 May 1904 in Paris, the football associations of seven countries, France, Belgium, Denmark, the Netherlands, Spain, Sweden and Switzerland, founded the Federation Internationale de Football Association, with the Frenchman Robert Guerin as its first president. England and the other British associations stayed out at first, and joined in 1905, leaving later and rejoining. FIFA set the rules for international matches, and later organised the World Cup and Women's World Cup. It is based in Zurich, since 1932, and now has 211 member associations, more than the United Nations.
