Schengen Agreement

14 June 1985

The Schengen Agreement was signed on a boat on the Moselle River near the village of Schengen in Luxembourg, close to the point where the borders of Luxembourg, Germany and France meet. Five countries took part: Belgium, France, West Germany, Luxembourg and the Netherlands. They agreed to gradually remove checks at their shared borders, an idea that grew out of the European Community's goal of free movement of people. A detailed convention followed in 1990, and the first border controls were lifted in 1995. The Schengen Area has since grown to include most European Union members and several non-members such as Norway, Iceland and Switzerland, though some states have reintroduced temporary border checks in times of crisis.
