The North German Confederation was a federal state formed by Prussia and the other German states north of the river Main, after Prussia's victory over Austria in the war of 1866. Otto von Bismarck, the Prussian minister-president, drew up its constitution, which gave Prussia a dominant role: the Prussian king was president of the confederation and Bismarck its chancellor. It had a Reichstag elected by universal male suffrage, and a federal council representing the governments of the states. The confederation took over the leadership of German military affairs, and its armies fought together in the Franco-Prussian War. When the southern states joined, it was transformed into the German Empire in January 1871.
