Founding of United Nations Human Rights Council

15 March 2006

The United Nations Human Rights Council is the body of the United Nations responsible for strengthening the promotion and protection of human rights. It was created by the General Assembly in March 2006, replacing the Commission on Human Rights, which had been criticized because some of its members were themselves accused of abuses. The council has forty-seven members, elected by the General Assembly, and meets in Geneva. It conducts a periodic review of the human rights record of every UN member state, appoints special rapporteurs and can establish commissions of inquiry. Its membership and decisions have been debated, as some governments with poor records have been elected.
