Founding of International Civil Aviation Organization

7 December 1944

The International Civil Aviation Organization is a specialized agency of the United Nations that sets the standards for international air travel. Its foundation rests on the Convention on International Civil Aviation, signed in Chicago on 7 December 1944 by delegates from more than fifty countries, which established principles such as sovereignty over national airspace and the rules of air navigation. The organization itself came into existence in 1947 and has its headquarters in Montreal, Canada. It develops standards for safety, security, air traffic control and environmental protection, which member states are expected to adopt, and it audits their compliance. Its work underlies the common procedures that allow aircraft and crews from different countries to operate across borders.
