On 26 July 2023, members of the presidential guard led by General Abdourahamane Tchiani detained President Mohamed Bazoum in Niamey, and the army leadership soon backed them. They formed the National Council for the Safeguarding of the Homeland. Bazoum had been elected in 2021 in the first democratic transfer of power in the country's history. The West African bloc ECOWAS imposed sanctions and threatened military intervention but did not carry it out. France, which had troops in Niger as part of counterterrorism cooperation, withdrew them by the end of 2023, and the new authorities turned toward Russia. Niger, Mali and Burkina Faso, all under military rule, formed the Alliance of Sahel States and left ECOWAS.
