Second Chechen War

from 26 August 1999 to 16 April 2009

The Second Chechen War began in 1999, after the Russian Federation had failed to bring Chechnya back under control following the first war and the region had been run as a de facto independent state. The conflict began after an armed incursion into neighboring Dagestan by Chechen-based militants and after bombings of apartment buildings in Russian cities, which Moscow blamed on Chechen groups. Federal forces besieged and heavily bombarded Grozny and by 2000 held the main towns. Russia then put local loyalists, later led by the Kadyrov family, in charge, while insurgents turned to guerrilla attacks and terrorism. Human rights groups documented serious abuses on both sides, and Russia formally ended its counter-terrorism operation in 2009.
