The Kosovo War was fought between the forces of the Federal Republic of Yugoslavia, dominated by Serbia, and the ethnic Albanian Kosovo Liberation Army, which fought for the independence of Kosovo from Serbia. As Yugoslav security forces carried out operations against the rebels and civilians, hundreds of thousands of Albanians were driven from their homes. After the failure of negotiations at Rambouillet, NATO launched an air campaign against Yugoslavia in March 1999, without a United Nations mandate. The campaign ended in June when Slobodan Milošević accepted withdrawal, and the UN Security Council placed Kosovo under international administration. Kosovo declared independence in 2008, a step that Serbia and some other states do not recognize.
