Russian forces entered the breakaway republic of Chechnya in the winter of 1994, after its leader Dzhokhar Dudayev had declared independence from the Russian Federation following the Soviet collapse. The assault on the capital Grozny was heavily bombarded and costly, and the army proved poorly prepared against determined local fighters. The war devastated the republic and killed large numbers of civilians. Chechen fighters retook Grozny in August 1996, and the Khasavyurt Accord ended the fighting, leaving Chechnya with de facto independence and its final status undecided. Hostilities resumed in 1999 in the Second Chechen War.
