Constitution of Azerbaijan

12 November 1995

The Constitution of Azerbaijan is the fundamental law of the republic, adopted by a nationwide referendum in 1995, a few years after the country regained independence from the Soviet Union. It was prepared under President Heydar Aliyev, and it established a strong presidential system, with a separation of powers on paper, a parliament called the Milli Majlis and a Constitutional Court. It guarantees rights such as freedom of speech and religion and states that Azerbaijan is a secular state. It has been amended several times, including in 2009, when the limit on presidential terms was removed, and in 2016, when the post of vice president was created. Critics, including the Council of Europe, have argued that the amendments have strengthened presidential power.
