Chechen Republic of Ichkeria

from 1991 to 2000

The Chechen Republic of Ichkeria was the unrecognised state proclaimed by Chechen nationalists after the collapse of the Soviet Union, led by the former Soviet air force general Dzhokhar Dudayev. Russia refused to accept its independence, and in 1994 it sent troops to restore control, starting the First Chechen War, which ended in 1996 with Russian withdrawal and the Khasavyurt Accord. Aslan Maskhadov was elected president in 1997, but the republic remained poor and unstable, with kidnappings and rival armed groups. After incursions into Dagestan and apartment bombings in Russian cities in 1999, Russia launched the Second Chechen War and reasserted control by 2000. The Ichkerian leadership then continued as a government in exile, and the conflict caused great suffering among civilians.
