The Roman Kingdom was the earliest phase of Roman history, when the city on the Tiber was ruled by kings. Tradition, as set down by later writers such as Livy, lists seven kings beginning with Romulus, the legendary founder, and ending with Tarquinius Superbus, but historians regard much of this account as legend and the early kings as only partly historical. During this period Rome grew from a cluster of hilltop settlements into a city with public buildings, a forum and early institutions such as the Senate. The monarchy ended with the expulsion of the last king and the establishment of the Roman Republic, which governed the city through annually elected magistrates.
